It certainly has been used as a republican dog whistle for a long time, and that is absolutely disgusting.

Despite that though, urban most certainly does NOT mean black. Urban vs Rural is used as a comparison used constantly in research papers and studies. To reference an issue where they are relevant and not use the word urban basically means you're deliberately avoiding using it. Perhaps he should have avoided it to ensure it couldn't be used against him, but I doubt the thought ever crossed his mind. He's a progressive Democrat who needs the AA vote to win the nomination, why the hell would he be using racist dog whistles?
