All I can think of is that the male officials can't identify with women, therefore can't empathize or truly care about them. Can't relate to women...while at the same time projecting their idealized images of manhood onto the perpetrators...

I don't know, I'm just speculating. I do remember a quote though: "Women's suffering doesn't matter". Can't remember who said it, but it struck me, long long ago..

Probably the reasons are similar to why black people are treated unfairly in the justice system. The people in power aren't black.
