2. In the context of 1895, this language is pretty common.

I've own several late 1800s County History books. Most of them use this language in speaking about Native People. Just looking at suffrage issue, it is before its time.

But thank you for the link. Now if I could find out if it has any value and if not to whom I might donate it to.
