It appears he assumed everyone would know why he listed them, and I don't believe that people have the stats for top emigration rates at hand. The fact that they are all predominantly non-white, and have a history of American missionaries and charities going to "save the children" in those countries would be a more logical collective identifiers for most Americans.
It also appears he thought that they would not come from 'the walk of life' that most Americans do, that they would not be the highly skilled or highly educated, otherwise, taking in larger numbers would be "plausible."
