Let's say that every auto manufacturer and every auto dealer were to be held responsible for any damages committed by a driver of a car that was sold or manufactured. You'd wipe out the auto industry in a matter of months, as lawsuits bankrupted every manufacturer and dealer of motor vehicles. I think that was the real attempt behind this law, and Bernie saw through that.
