The argument for it is that Biden dredged it up himself, citing Eastland as example of an opponent (on most things) that he could work with in the Senate.
Biden courted Eastland's support for banning mandatory bussing. Bussing and Biden's anecdote about Eastland are inextricably linked. Eastland was a deep red racist - he opposed bussing, he opposed any integration. Biden opposed bussing for two reason - one - it was highly unpopular with his constituents , and two he genuinely believed it did more harm than good, stoking resentment and hatred, petty and otherwise,
What Kamala was saying is this is personal - I was bussed - while you were dealing in the Capitol, I and others were receiving better education.
Harris asked him to renounce. Biden declined, offering a local/States Rights justification which stretches all the way back to the Confederacy. On this point at least, Eastland would have approved. Wholeheartedly.
