The criteria are the same, but that doesn't mean anyone who qualified for the last one will qualify for this one. If less than 20 have met the funding criterion, those who haven't can lose their spots to higher-polling candidates; if more than 20 have met the funding criterion, only the 20 highest polling get in. For example, Swalwell will likely lose his spot to Bullock.
