If anything, the word makes me think of others like smug and condescending, which are also not gendered insults, but I think, if anything, are more often applied to men than women, probably because men probably are these things more often than women are. And even recently here, I've seen Buttigieg and Bloomberg referred to as smarmy. Do you have any reference to support it being "almost always applied to women"? Maybe you just happen to have personally run into it that way an unusual number of times...?
