Obama is open to people who are outside the Washington DC insiders club. Previous administrations used people they knew well, those who already were on the inside. If Obama is looking outside for brilliant people to get involved, and he/we don't know anything about them, then naturally they may want to get as much info as possible to save themselves from any skeletons in the closet.
I doubt they expect people to list everything. But it can't hurt to ask.
