.. because the US government wasn't going to stop the RW radical exile's terror activities (which are egregious violations of the US's Neutrality Act).

The Cuban Five did not spy on the US government. They were in no way involved in anti US activities - only keeping an eye out on, and had infiltrated, some of these private radical exile groups in Miami, and sending warnings back home when anti Cuba terror ops were in the works by these radical exile groups.

For doing so they were convicted in a kangaroo S Florida court and sentenced to 25 years in maximum security US Super Max prisons, 23 hours a day solitary confinement, and their families are denied US travel visas to visit them (a violation of the Geneva convention).
