75. May not be required to live in your district.
Don't know if it's the case in NY state, but here in VA a congressman can be elected to a district other than the one he lives in. It just happened in the last election - Morgan Griffith (R, ugh) took the 9th district seat which had been in Democratic hands for many many years - and he lives outside that district. I know, it sounds weird, but it can happen. However, I think the states have the control on rules for election to Congress seats.
