There wouldn't be a sham Medicare bill.
Wouldn't be tax breaks for the rich.
Wouldn't be no-bid contracts in Iraq.
This is about Bush wanting the power to screw over anyone in Congress who doesn't go along with him by taking away projects from their states/districts.
