1. Chalabi is never going to be trusted by any of the Iraqis who stayed during the Sadam years. None of the expatriates will be trusted. This is Chalabi totally playing the US command and Bush yet again.

2. I read into that that the local governments, which almost everyone agreed were actually working, are not trusted by the US command and the White House. They don't have a hand on that spigot if you will so they are trying to consolidate power in the central government which also allows for massive corruption and lots and lots of money going missing (see Custer Battle).
