There might be another 9/11, but of course that would not modify US behavior except to accelerate its military actions.

Instead, there is only one thing that will stop the US. The American voters must vote out Bush and the war party (which includes many republicans but not a few democrats). This is possible now, although I am not yet totally hopeful this will happen. If the war (or the economy) were to get worse (easily imaginable) and if especially a draft is started, this becomes more possible.
