2. There is no concensus on this
The theory that I believe is the wepons inspectors were satisfied that they had found and destroyed all his WMDs in '97 and pulled out - this is what people on Fox News refer to as that time that Saddam threw the weapons inspectors out. It is possible that he still had some after '97 hidden away somewhere and now they are in Syria, but I think this is rather unlikely with 6 or so years of inspections, inspections leading up to Gulf War II, and satelites looking for weapons moving to Syria. I suppose it's possible that they are still buried somewhere, but IMO, by far the most likely scenario at this point is that they were destroyed between Gulf War I and 1997.
