a boogeyman propagated by the Bush Admin in response to having lost track of where Osama Bin Laden is. He's being used as a justification for the "liberation" of Iraq for supporting terrorism. I'm sure if we sat down with a map and marked down where and when Zarqawi "was", we'd see he gets around more than a joint at a Phish concert.
