And the media played them the Arnold lullaby from the day he announced.

That's how he won. Plus, Davis and Bustamante weren't exactly the kings of charisma ("tough love"? yeah, Cruz, that's a winner) or awe-inspiring. Gray wasn't that popular, and Cruz running against him was a MAJOR vote of nonconfidence.
