2. Actually, the Chinese are getting busy about this ... but it is very late already.
An enormous amount of damage has been done, and it is too late to stave off the consequences popping up all over China. The "economic growth at all costs" plan is out the window at this point.

You saw thay BANNED plastic bags, altogether? ONE factory was chugging out a quarter-million tons of bags in one year.

Their biggest problem remains nearly intractible corruption. When a bribe can circumvent regulation, the environment is bound to lose out to profit.
