12. Realisticly, the Constitution of the Commonwealth of PA prevents him
from doing that. He know that - he has tried to get around the law before in Philly in concert with the new Mayor, Mr. Nutter, who enacted several new "gun control" laws that were declared illegal. The Philadelphia D A refused to enforce Mike Nutter's gun laws because she found them to be against State law.

Rendell is looking for cheap publicity.
