the DP World deal governed? For example, Port of Seattle is governed by its own elected commissioners. These officials then enter into contracts to lease port land and sometimes facilities to operators. There are scads of individual contracts in operation, including those for labor. The point is: can the individual ports get out from under the arrangement BushCo has set up?
