It occurs to me he might believe his efforts can be more effective if he is not cast in the role of a partisan politician. Certainly it is everyone's interest that global warming NOT be seen as a partisan issue.

Of course, in the role of President he would have great power to advance his agenda, but there are pros and cons to everything.

Perhaps Gore has decided he can be a stonger advocate by staying on the outside, I don't know.

Connection: Clark has made statements recently to the effect of he doesn't want partisanship and Presidential politics coloring the policy recommendations he is making, so I think Clark has been torn too. He said something not to long ago to the effect of something like "Everyone says you're saying what you're saying because you're running for President." I'm still hoping ultimately he will run.
