The devil is always in the details.

Soft money can refer to anything from Big Corporate Bribes to contributions from unions and issue advocacy groups like Move On....And Poison pills can always be inserted into such reforms, such as barring unbions from any political activity.

So whether or not banning such donations (or otherwise limiting outside resources for political parties or candidates) is a good thing is often a matter of interpretation.

I don't know the exact devils in these details concerning Bernie's votes. But I'd betcha, knowing Bernie, that his reasons for both votes were totally consistent with each other.
