Actually, cutting taxes on the wealthiest Americans and corporations will pay some of it.
The beauty of this plan and similar ones in her husband's administration, were that they're geared towards fast economic stimulus. Boosting jobs and spending actually puts more tax money back into the sytem and the program mostly pays for itself.
