They get paid a percentage of the ad buys. Of course they always recommend investing heavily early in ad buys. That is the genius strategy that sunk Hillary and Dean...spend early, create a sense of inevitability. Don't spend money building field organizations in later states.

I was furious when Trippi walked away with so much of our money from the Dean campaign, yet Dean did not have the money to stay in the race.
