Iowa is cheap - the Clinton campaign didn't plan well for Iowa. She over paid staff (if one campaign was paying $1,200 a month for field staff the Clinton camp would pay $2,000 a month) and she hired more staff than any other campaign. Her headquarters were more expensive than other campaigns and her events were more 'staged' than other campaigns. It wasn't necessary. It was over the top. It does not cost $130 million to run for President in Iowa.
