The only thing I could guess is that he had a different interpretation of the effect of the certification process on ferreting out "abuses" which may be detrimental to both business and court resources, vs. the risk of also ferreting out relatively more "valid" claims. I really don't have a metric to base this on, just a possible guess, based upon the post earlier that seemed to give obama's explanation.
