The people hearing the debate could not vote for their choice on election day. The state legislature elected the Senators.
Really, nothing prevents campaigns from having a debate without a moderator asking the questions. What now passes for a debate is more correctly a concurrent press conference. The Lincoln Douglass debate format was based upon equal time to speak without a moderator asking questions.
The question was did the candidate wish to speak first or last.
