The south-central and northeast counties are GOP strongholds and they're nearly the only counties carried by Clinton.

Since the delegate allocation algorithms in many states weigh the votes more heavily in districts carried by Democrats in the last general election, it's possible that this pattern isn't unusual. It seems reasonable to have such an algorithm, particularly when the primary is open.
