The NSA, because they gather so much information, can't actually afford to get involved in any specific thing without someone else being involved. They had all the 9-11 phone calls, for example, and couldn't get the FBI interested in them until, well, actually, until recently.

The FBI targets liberals, progressives, antiwar activists, and many other people who wouldn't stand out in a broader sweep.

It's like the NSA sprays toxic insecticide in your neighborhood, while the FBI just shoots you in the gut.
