Buying a Pizza Shop with a tax cut?

I'm sorry, our liberal radio station goes off the air at sunset, so I was channel surfing and got stuck in an IQ whirlpool, so to speak, when the station landed on Hannity (ughh) for about 20 seconds where one of his callers said "I took my taxes cuts and started a pizza business." Okay, while I am no business wizard, doesn't stating a business cost at least $20k, and likelihood when you take everything into account including hiring employees approaching $100k? Nobody makes that much money with a tax cut except the top .2%. Those callers are so fake it's nauseating.
