49. "small government" is an ambiguous term
It can be taken to mean that Federal government should not use tax money to fund programs that address national (non-local) needs (such as health care, environment, education etc.

It can also be taken to mean limited power of Federal government (and more power at state level) - which does not exclude using tax money to fund programs that address national needs.

What do you mean by "small government"?
