In 1981, Congress authorized the Preventive Health and Health Services Block Grant (PHHSBG). The PHHSBG gives its 61 grantees (50 states, the District of Columbia, 2 American Indian tribes, and 8 U.S. territories) the autonomy and flexibility to tailor prevention and health promotion programs to their particular needs. The value of flexible funding to address public health concerns has never been greater than it is as we enter the 21st century. Terrorist acts, anthrax scares, and a growing realization of the insidious nature of chronic diseases such as diabetes, arthritis, and cardiovascular disease have heightened Americans' awareness of the role of public health. There is an urgent need for funds that can be used when other funds do not exist or when they are inadequate to address the extent of a health problem.
$33 million CUT from the Urban Indian Health Program - PROGRAM TERMINATED
Information, outreach and referral, dental services, comprehensive primary care services, limited primary care services, community health, substance abuse (outpatient and inpatient services), behavioral health services, immunizations, HIV activities, health promotion and disease prevention, and other health programs funded through other state, federal, and local resources, i.e. WIC, Social Services, Medicaid, Maternal Child Health, etc.
$20 million CUT from Emergency Medical Services for Children!!!!! - PROGRAM TERMINTED
$10 million CUT from Universal Newborn Screening - PROGRAM TERMINATED
REDUCTIONS$500 million CUT from Social Services Block GrantsThe Social Services Block Grant (SSBG) funds States, territories, and insular areas for the provision of social services directed toward achieving economic self-support or self-sufficiency, preventing or remedying neglect, abuse, or the exploitation of children and adults, preventing or reducing inappropriate institutionalization, and securing referral for institutional care, where appropriate.
