I'd say your theory has a lot of merits. Mine is far more speculative: it's possible that the the Mrs. Young situation may even go farther than just an effort at mitigating the bad publicity for the arrest of Sheehan. It could be an effort to mitigate the anticipated bad publicity for the bad SOTU.speech!

Or at least distract the Dem's efforts to critique it effectively. Again, a lot of pure speculation here on my part. I suppose that whether it was intended by some Rovian person or not, a distraction is what the arrest of Sheehan still did manage to do. :(
