They could encourage kids to spy on their parents and neighbors. This was real popular in 1930s Germany, and maybe it's time for this fun game to be resurrected today. It was also practiced pretty darn seriously in the Soviet Union. Okay, the Soviet Union doesn't exist any more, but who's to say some of their nifty policies couldn't be applied in 21st century America. They may be onto something here.
