No Alcohol Involved?

CNN is reporting that the Sheriff's Department has stated that no alcohol was involved in the Cheney accidental shooting. But it has also been reported that the Sheriff was not able to interview Cheney until the morning of the day following the shooting. How, then, does he know that alcohol was not involved? Because Cheney said so? If this is the new basis for our laws, there will be no more DUI's anywhere, will there?
