1. I think it has been a done deal since 04 when CSX was sold by Carlyle
Group to the current owners who are selling to DUbai. At that time, US Treasury Secretary Snow was working for CSX and about the time Carlyle Group sold it in 04, he was appointed by Bush to his current position and then would oversee this deal.
Now, I posted a few days ago that the company selling was in a deal to close with a company in Singapore but that fell through and that's when the Arabs stepped up to the plate.
