He has to. Here is what I see: Cheney has gone to Bush and said, you must pardon Libby. Libby has shit on me that will cause my impeachment and if he stands a chance of going to jail he will sing to Fitz in the hope of a reduced or eliminated sentence (one presumes the Judge can reconsider his sentence at any time). If they come to impeach Cheney Bush will be next, and he knows it. So the only way Bush avoids impeachment is to pardon Libby.

My guess anyway .....
