2. Michigan has an "aging population."
Indeed, it's regarded as a problem that the younger, college-educated people are leaving the state for the "sun belt" where the quality of life appeals to them. The decaying infrastructure of Michigan is a self-amplifying problem.

That said, I remember Romney. He wasn't the worst ever Governor but, after Soapy Williams (D) and John Swainson (D), he sure paved the way for some totally abysmal and corrupt people -- Bill Milliken (R) being a notable (and excellent) exception.
