Actually, they deserve blame.

Every American who has taken the time to read the Constitution
knows that this is not right, but some people are willing to
put that thought aside and violate our constitutional rights
for money.

Every cop who bends the law to hassle people. Every Attorney
General who can't figure out what's torture and what isn't.
And yes, every low-level TSA functionary who cuts the locks
off your baggage to search you without probably cause.
