Didn't draw "finger-pointing" conclusions. *Did* lay out, "Condo said this. CLARKE said this OTHER. Back and forth." Didn't say WHO was lying, but the staff said it was clear Condo was lying.

SHENON said that in part this is the m.o. of "bi-partisan" groups, that the conclusions have to be wormed around down to nothing in order to get both sides to sign off of them.

He said it would have been better to have a strongly worded majority report and a strongly worded dissenting report.
