What I see is an attempt by gun owners to retain the accessibility (for the law-abiding) that we have historically had. I am open to additional efforts to address criminal misuse, but Priority One for the gun-control lobby seems to be restrictions on lawful and responsible use, hence the emphasis on rifle bans, hassling of licensed CHL holders, and so on.
