His "I kid because I love" line, which he likes to repeat every time he's shitting on someone, is one of the most annoying, condescending, arrogant and OBVIOUS manifestations of his bullshit. His sarcasm routine doesn't work because he only claims it's sarcasm, and any intelligent viewer can see through it. He has a history and a connection with Jebbie and the Bush family, and his sarcasm routine stems from his bitterness over the lost career he was promised in a Bush adminstration -- any of them -- after he was forced to resign after killing his intern.
