It was a little over a year ago that we had the "Moscow Sniper" shoot up the sheriff's department in Moscow, Id. I'm a photojournalist in Pullman, Wa. and I also cover Moscow, just 9 miles away. I just overheard a police call about a man with an AR-15 slung on his back with a police scanner taped to his chest. The police questioned him and he said he was "patrolling". For the goofy part? They can't arrest him, he can carry that weapon through the streets of Moscow, Id. Right now he's walking in an area around the police station and a residential area just north, basically the same area the sniper "worked" last year.

Someone just got smart, they decided to relocate him and just observe his actions. I hope my night isn't interrupted, I hope the people of Moscow never know this happened on their streets. P.S., gun guys don't go all buck wild, your town didn't get shot up by some nut. Clean a gun or something for the next hour or so.
