"tougher circumstances than perhaps at anytime since the end of World War II"??? WTF is she talking about. I'd say that being on the brink of nuclear war with the Soviet Union was a little tougher than what Bush has dealt with, and his circumstances were largely his fault. Isn't she supposed to be some sort of expert on the Russians?
