That's what it means literally. It's one of those phrases that can mean one thing when it's said by one person, but can mean something else entirely when said by someone else.

It's like "family values." When a pro-reading educational organization says it, they mean fostering togetherness by encouraging parents to read to their children. When a Republican politician says it, he means banning gay marriage and abortion.
