It was supposedly illegal then.
When is something illegal? What is the definition of illegal? Being against the law.
What is the action of a system when a law is broken, and later that action is found out...
If the action is do nothing.
Then the law does not exist.
And how could anyone think us now saying we don't torture means anything, since we said it then also.
