Limbaugh urging listeners to "crash" Capitol telecomm system. Domestic Terrorism?

Both yesterday and today Limbaugh has repeatedly urged his Shittoheads to call their reps in DC {Link}
He has urged them to make several calls and made the demand several times during each hour of the program.
His stated goal is to "crash" and "burn up" (his words) the Capitol phone system. Apparently his plan is
having a level of success. He says people in DC tell him they are having problems completing calls both
incoming and outgoing. One would have to wonder what the consequences would be if there were a legitimate
emergency like a visiting tourist having a sudden seizure or cardiac arrest and emergency assistance
could not be summoned because calls for help could not be completed. I do recall other instances where
radio hosts would pull a hoax that would generate an overflow of calls to businesses or governmental
agencies, so there is a precedent for authorities to act on if they really wanted to. So if his stated
goal is to "crash" or "burn up" the Capitol telecomm system why should he not be held accountable?
