The regime has never stopped torturing. They are playing a substitution game. They have substituted one form of torture, water boarding, for all forms of torture. They can then claim that 'we only tortured N people', and 'we are no longer torturing people' and 'but we might torture again if The Ticking Bomb shows up'.

The standard practice we impose on our prisoners in our GWOT is torture intended to inflict sufficient mental and physical pain to reduce the captive to a state of abject submission. Please read Shock Doctrine.
