I mean if people are really dumb they might see no difference between a skilled, if flawed, executive who presided over peace and prosperity, and a gibbering moron who drove the ship of state over a cliff (to mix a metaphor).

But I think people aren't getting any dumber, so I think they'll be able to tell the difference.
