The U.S. and South Korean militaries have raised surveillance of North Korea to the second-highest level on the five-stage “Watchcon” meter, while the “Defcon” status — the five-stage combat alert level — remains unchanged at four, Yonhap news agency reported May 28, citing a South Korean defense spokesman. At Watchcon II, military units deploy additional intelligence personnel and other assets and increase reconnaissance operations over North Korean territory.'
